Duncan Hart joined Shell Foundation in September 2023 to manage our partnership and three jointly funded programmes with the UK’s Foreign, Commonwealth and Development Office.
Duncan has extensive knowledge of the UK government, developed during 12 years at the former UK Department for International Development, as well as shorter roles in several other government departments. He has experience of working on bilateral aid to southern Africa, Ghana, and Somalia, as well as multilateral policy/funding to the MDBs, UN, and EU. He is a trusted negotiator, developed when representing the UK at the UN General Assembly, the AfDB and the IADB. Since leaving government in 2016, Duncan was the Partnerships Manager for Crown Agents and Regional Director for Africa at the National Foundation for Educational Research in east Africa.
With a diverse range of experiences and a commitment to making a difference, Duncan is dedicated to creating a meaningful strategic partnership with the FCDO that drive positive change for farmers, micro-entrepreneurs and smallholder farmers in India and sub-Saharan Africa.
Duncan has a BSc in Geography and a MSc in International Relations of the EU, both from Loughborough University. In 2021, he was recognised as a Chartered Geographer, an internationally recognised accreditation for professionals who demonstrate expertise in applying geographical skills, knowledge, and understanding in their career.
